This is why you're constantly seeing 4 or 5 platform releases even a year after launch now, and I would not expect that to stop any time soon. Right now we're in a situation where although the Xbox One and PS4 (especially the PS4) are selling well, there are still tens of millions of PS3s and 360s out there in the world, dramatically outnumbering the amount of new consoles that have been sold so far. I think this is a pretty smart initiative from Activision as a way to bridge its customers from one generation to the next. If you jump ship from Xbox to PlayStation, there is no deal and nothing will transfer.
But again, remember that this is only within the same brand. And because I know it will be the most asked question about the entire endeavor, yes, your multiplayer stats will transfer across generations. The promotion applies to all games purchased before March 31st, 2015, leaving a lengthy window of time if players take a while to finally pick up a new-gen system.
